• Yes, there are laptops available that don't have touch screens. On those, like this one, that do have a touch screen, it can be turned off (although in that case, if you never use it, you are paying for an unnecessary feature).

• Not in a new laptop, without it costing about twice as much. If you could settle for one that's a generation older, Best Buy has several refurbished laptops in that range.
