The touch screen is automatically on by default.

Touch screen is always on, but it does not disrupt usage if you are not using it. You can use the keyboard and touch at the same time. And when you are using the pen to write on the screen, if you rest your hand on the screen it does not affect the pen usage, just like writing on a piece of paper. The touch screen is perfect. I've had zero issues with it lagging or being too sensitive.
