You can enable the touch function by Pressing the Windows button + X and selecting device manager. Go to Human Interface Devices, then Touch Screen, then click "enable". If this does not work, it could be a hardware failure, in which case you want to contact Best Buy to arrange for an exchange, or you can contact HP Support to assist.
