“I purchased an HP 8300 SFF computer and when I turn it on it has a message that reads “Non-System disk or disk error” replace and strike any key when ready. When strike any key it goes back to this message. I don’t have the disk. Any thoughts?”

Because that's a refurbished system, you'll need to contact whoever you bought it from to see about a replacement. It sounds like either the hard drive has failed or the refurbisher didn't reinstall Windows on it.
