• Yes, this printer has WiFi Direct which will broadcast its own WiFi network when there is no other WiFi available.

• The printer needs wifi connection to connect to your phone, once you set up the printer it will give you an email that belongs to the printer and you can email your documents there and print them or download the hp smart app and print from your phone but you need internet to print or maybe there's some kind of adapter that you can use and connect your phone to the printer directly... or just look for a printer that has Bluetooth capabilities...
