Yes. Sims 4 has options that will allow you to customize your gameplay for your laptop settings, but I haven't had to dumb down my graphics in order to play. It runs the game well.

As far as laptops go, it is hard to get really amazing performance without having a dedicated GPU. If you want to have the best experience you should look for a model which has an dedicated GPU such as a GTX 1050 or so.
