Yes, BOTH features are available. Just do all your windows updates. Go to "check for updates" in Windows settings. The Windows Fall Creator's Update includes both those keyboard add-ons, as well as other new features. This update will install the feature's you're asking for automatically. The update was released in October 2017, and it works great! Enjoy!
Sorry, there was a problem. Please try again later.There is no dictation function but there is a few keyboard settings that could help. You could configure the touch keyboard in split layout so you can use only your thumbs on each side of the screen to type. It takes a little practice but is useable when you get used to it. There is a also a "Scribble" mode where you can write on the screen and it will turn it into text.
