• Depends, gaming wise I can barely run 60 fps on Assassins Creed: Origins on medium to high setting for 1080p, but for streaming videos it can handle that.

• You can hook it up, and the AMD Radeon RX 580 is capable of handling a 4k display, although a higher-end graphics card will give even better results for you.
