The HP+ Smart app component requires set up over a 2.4 GHz wifi band. It can be connected with the USB cable after that initial set up.

Yes, the computer does need a wireless connection to function. You can still connect it to the computer with a USB cable, but it needs the wireless connection for the HP+ program.
