“Can this printer be set up & connected to computer WITHOUT use of a cell phone or app ? My computer is a new 2022 HP - All-In-One Pavilion w/ Windows 11. I'm "old-school" and neither have nor want a cell. This old dog has problems learning new tricks.”

There's no need to use a cell phone or app to operate this printer. It takes approximately 10-15 minutes to have it up and running. Simply follow the instruction to install the software, insert the ink and you are done.
