“I just got mine and my device manager says I have a 2070 max q and not a super max q like others...is it a lottery or were the ones months ago super but now they are shipping with reg max q? Should I try to trade out and hope to get a super max q?”

I barely got mine just a couple of days ago and it most certainly is an L98758-001 motherboard Omen 15-ek0023dx so check more thoroughly like expanding your performance tab for more details under task manager like the picture.
