“Can this laptop be charged with a powerbank? Everything I was reading said yes, but it doesn't seem to be working for me. I have the Anker PowerCore III Elite 26K. I'm connecting to the Thunderbolt port witht he USB-C cable included in with the Anker.”

I’m not sure what you’re referring to in power banks. If it’s a EcoFlow, the answer is yes, if you’re talking about a slim or even somewhat thick power bank. Some even had three or four cables on them, but unfortunately, their power output is for less for devices, such as iPads or tablets, I don’t know if this helps you or not. Sometimes the answer is right in front of you, you just have to figure out how to make it work. Good luck.

You can use a lower wattage charger, but this will directly impact performance - it will not enable the laptop to function at its maximum potential (this greatly depends on the type of activity being carried out on your laptop).
