“Can the 2 USB-c ports in the back can be used to charge the laptop?”

• I do not think the HP employee understood that question, he was asking if the usb-c port could be used as power in to charge the laptop! in this case, i do not think it can do that, i have not try because i do not have any usb-c power adapter but there is no information about it, so i assume it can not!
