“Why on the keyboard are the =/+ keys reversed? Normally it is = then you press shift to get + but on the HP Encoder keyboard the + is first visually on the key itself even though you still have to press shift to get +.”

The placement of the "=" and "+" symbols on the HP Encoder keyboard may differ from the standard keyboard layout, but for my the = is on top while + on below... Technically = comes first for me. So i can't relate to your non-issue.
