“The specs say that there are only two total slots for memory. Do they mean two open slots? If I buy I'm probably going to put 4 x 16s in so I'd need 4 slots total.”

The official HP specs show that it has four slots so it actually has two free slots. I've documented the error so that Best Buy can correct the listing.

It has 4 total slots 2 are used from the factory installed ram. Best buy told me it was best to replace all 4 sticks at the same time with 1 brand so all the specs match. I sold my old 2 and have 4 of the rgb Kingston ram now. No issues
