• Picture quality is not necessarily dependent on the panel type. However, IPS panels have better viewing angles, which makes the colors look more even throughout the panel. Black levels are generally not great with IPS panels. If you search online there are a few articles that explain the differences between various panel types. That might help in making a decision if IPS monitors are the right type for your particular use.

• You generally get better color and a wider viewing angle. Non-IPS monitors tend to look funny when you look at them from the side or from above or below. IPS looks better from an angle.

• unless you are going to stand up while gaming, lean back a few feet or sit 45 degrees off angle you won't really see any benefit from IPS.
