• It doesn't pop up. Gently grasp it and pull it up. When done, gently push down and it snaps into place. It's manual, no "popping" up, etc.

• I know this has probably already been done, but are you trying to get the webcam up by pushing down on it firmly and releasing? If you have, and the HP tech support hasn't helped, about all I can suggest is taking it to the Geek Squad at your local Best Buy to see if there's something mechanically wrong with it.
