Yes, it is. Microsoft has the directions for managing camera settings (including flipping from mirrored to normal at https://support.microsoft.com/en-us/windows/manage-cameras-with-camera-settings-in-windows-11-97997ed5-bb98-47b6-a13d-964106997757 Please note that some apps will automatically flip the camera when started, so you'll want to check to make sure the app isn't doing it already.
