The PC was returned. Mine was open box, but they still certify it.

It means that the computer was purchased, used for a short period of time, and then returned for some reason-often buyer's remorse. Best Buy will verify that there isn't a defect in the hardware and will return the computer to it's original factory state. Because it's been used for some amount of time the computer can no longer be sold as "new", so it's sold as an "open box" item.
