• It is simply because the measurement is diagonal and not horizontal. Take the tape measure and measure from the lower left to the upper right or vise versa. That is the simple reason you came up with 28" vs 32".

• The 31.5” is measured diagonally. Just like a tv when they say 60”tv, it is measured diagonally from bottom left corner to to right corner.
