“Can i upgrade this with the EVGA GTX 1060 with either 3 GB Or 6GB Single fan? i can also put in a Ryzen 7 2700x processor in it?”

While a GTX 1060 would certainly work, the RX 580 is an excellent GPU which can easily handle 4k streaming and 1080 AAA gaming. The Ryzen 7 is also supported but you may need to upgrade the GPU depending on the TDP.
