FaceTime is an Apple product, and as such, will only run on machines which have modern iOS operating systems, which Windows is not. There are other fine programs, but if Facetime is a deal-breaker, look for an Apple product.

Yes, it is. There is no FaceTime app for the PC, but you can use the web version with this computer.
