• I'm not sure about about with mods, but so far I haven't had an issue with the game. If you are planning on using mods, I would upgrade the RAM but that's about it.

• There are too many variables to be able to answer that question. Given the processor and video card, I suspect it will run, but I can't say whether you'd consider it "smooth" or not.
