• It turns on when you put the power on, however, I am not sure that it continuously lights up.

• It's a laser mouse and it operates in the IR rage, so you can't see it.

• I have a Microsoft mouse made for the Surface 2. Anytime I have a question I email them and get prompt return call. Their techs are very helpful. Maybe you should try asking HP.
