• Yes, as long as your carrier supports it, it's world unlocked

• Verizon phones, nowadays come unlocked out of the box however they will have the bloat ware from Verizon which can be disabled, so you should be able to use it in Turkey. Unactivated device just means you are not getting it activated on Verizon's service.
