“I have this plugged into my older Dell Laptop via USBC and then a 2nd monitor plugged into the HDMI and both laptop and monitor are plugged into power but the monitor isn’t seeing the connection? Any suggestions?”

It's for a thunderbolt connection. They use the same type c connection, but are NOT capable of display from older systems "just because the plug fits"
