If you were to upgrade the power supply to a GTX 1060 6GB, you would have to upgrade the power supply as well 500 watt is sufficient but if you want to, you should upgrade the power supply to 600 watt to be safe. As for overclocking the PC, you can always overclock it, just monitor the temps to make sure the temperature isn't too hot to your liking.
