I have been turning the power supply off after I shut down to avoid the lights staying on. The switch is on the back near the bottom. Hope this helps!

Yes, it is. When you shut down the PC switch the PS off as well. After a few seconds, turn the PS back on. The lights will remain off until you power up the PC. 

A little inconvenient but the PS powers the USB ports etc when the PC is off; turning off the PS cuts off all power to the box until turned back on.

They should turn off after shutting down the computer. You may have to wait a while for it to shut down completely but in my experience it does turn off without an issue.

I have connect the computer with surge protector. When i shutting down the pc, keyboard and mouse light don't power off. I power off the surge protector and the machine power off
