“Specifications state "Number Of PCI-E x4 Slots 4." Are all 4 accessible (in most gaming PCs, one of the auxiliary slots is blocked by the video card, which takes up two spaces)?”

They are spaced so that at least the first 2 are covered by the graphics card. The 3rd is barely useable if you have a very narrow card. The 5060ti stops about .25in from the top of the 3rd pci-e slot.
