There should be a code on your paper receipt. If there is no code, contact Best Buy customer service line and they'll email a code. I had the digital receipt and I had to call the customer service line and they helped me. After you do that, redeem the code from the GeForce Experience program. Because the site on the instructions from the receipt is not actually the site to use.
