Does this come with windows 11 and Wi-Fi installed null

Read the specifications sheet, and yes Wi-Fi 6 capability built in with an external antenna depending on model, Windows 11 home on a majority of units preinstalled unless you special order for the Pro OS

All MS computers have had Win11 for about 18 months now. And WiFi is a PART, not software, that comes, again, with EVERY SINGLE COMPUTER MADE.
