3070+11700f is plenty enough to stream anything you want be it warzone or fortnite. A 3070 is similar to performance with a 2080ti which still is a beast of a card. Both Nvidia GPUs and Intel CPUs have their own codec designed for streaming and video editing that will have some sort of edge over the AMD counterparts.

For a game like Fortnite it could stream that no problem but a more demanding game like warzone it would be harder but still able to stream while playing.
