A 800 Watt PSU is enough as the minimum requirement to run the 3070ti is a 750Watt PSU. 850 is usually recommended as people usually add extra expansions to it like a sound card of extra RGBs. 1000 Watt PSU is a bit overkill unless you plan to OC your CPU and GPU constantly.
