“Is it standard practice for bestbuy techs to cut the factory harness in a brand new vehicle? Bought a new suv and had speakers and a powerpack installed in 2017 by bestbuy and when changing out the factory radio today, the tech said my harness was cut.”

No it is not. They are supposed to use a wire harness to install a new radio. However, a wire harness is a set of pre-cut wires that plug into the vehicles existing harness. So if someone does not know what they are looking at it may look (at first glance) that wires have been cut when in fact they have not.
