• Yes. You can play UHD videos from Amazon, YouTube and Neflix.

• Yes the roku is 4k capable, you'll have access to the UHD content on Netflix, Amazon prime, etc.

• Yes, the built in Roku is capable of streaming 4k UHD via several apps whose services offer 4k (Netflix, Vudu, Youtube...).

• The apps in roku (Netflix, Hulu) must provide the 4k video content. So some shows/movies will have 4k resolution. However, the vast majority don't yet.

• All I can say is that it appears to be. First thing I did after setting this up was go looking for 4K content. I found the You Tube GoPro Hero videos, and they looked amazing. Now, this not proof as supposedly the eye can't really tell the difference unless really close to the set, but my guess is yes. I will update my answer after I've done a close up, side by side comparison with my Roku 3.
