It comes with a micro-USB cable. I usually charge it through my desktop computer's USB port. Once's it's fully charged, I plug it into the micro-USB port on my laptop to keep it charged. If you want to plug it into an outlet, you can also get a USB adapter plug for about 5 bucks at a convenience store.

No it charges with any standard micro usb type charger i use my iPad Air wall adapter to charge the power bank but it will charge cell phone and tablets but not enough output to charge a laptop

It has a USB cable to charge, just like most smartphones. You can use it with a USB wall charger. Not sure about charging your laptop, I'm sure it will but I don't know how much of a charge you'll get.
