No. It is specifically designed to be installed in a computer case and attached over the cpu.

If you can find a way to mount it sure it will blow air across anything as long as you supply it with 12 volts dc.

Built a custom power source for this fan using a power cord from a old piece of electronics, for a custom install on my gaming wheel. I don't see why the same idea couldn't be used on a tv. You just have to do a search on how to power a case fan and apply the idea
