Not all phones have the same kind of fast charging system. Samsung phones for example, will get ultra fast charge on their own chargers, but not with this one.

Sometimes if a phone requires QC firmware for a fast charge and a charger doesn't have that it defaults. Other times, phone software can throttle charge speed for battery health. Without knowing more its hard to tell, but I'd also just avoid this in general since they doubled the price for no reason since I bought it.

Some cables that are capable are only capable with the cable connected one way, so try unplugging it from your phone, rotating the usb-c connector 180 degrees and plugging it back into your phone. If that doesn't work, try the same thing at the other end of the cable where it plugs into this charger.

No phone on earth is going to support charging at 140W. The wattage of the charger has no effect on the wattage your phone will actually ask for at any given time.
