Yes; You can bring your portable charger, external battery pack, or power bank on a plane. For recent International Travel, I carried (1) 26800 mAh Battery for Computer and recharging other devices, (1) 10,000 mAh for my phones, and (1) 6000 mAh for USB Fan, USB Lights, etc. You must pack it in carry-on luggage. They are treated like a spare uninstalled lithium-ion battery. The capacity of the power bank must not be more than 160 wh (44,444 mAh).
