ATSC (Advanced Television Systems Committee) is the standard system for receiving over the air digital television signals in North America and some other parts of the world. It is another name for a digital tuner that is required to be built into TV sets since the US went to the digital TV standard. BTW, your reception problems can be traced primarily to your antenna not receiving a strong enough signal. With digital, it is either a perfect picture, or no picture at all. A weak signal will produce pixelization (color blocks and picture fade in and out). Either upgrade your antenna and/or play around with it's orientation to get the best picture.
