“Bought this TV to use as a 2nd monitor with Dell Windows 10 laptop. When connected with HDMI the laptop will not recognize the 2nd monitor. I have done this with other TV's and Dell laptops. What am I missing now and any troubleshooting recommendations?”

Make sure you select the correct input on the TV and press the Windows key + P on your computer.
