“this probably is a dumb question, but if I buy this Insignia sound bar and plug it into the Audio Jack on my old Insignia TV, will it amplify the available volume from this kitchen TV? It's probably a 12-year old TV, but is a good size for where it is.”

As long as there is audio output from your old TV, assuming the output jack size matches your cord (which it should), it will work. If for some reason the plug's jack doesn't fit or match your old audio output, a simple jack adaptor will address the problem!
