What do you mean by 'up and down'? If you mean volume then the answer is yes

Mine does. I turned the tv volume all the way down, turned the tv speakers off (in tv settings) and set the tv audio volume out to variable. I turned on the sound bar (not connected yet) and turned the volume to max setting and turned it back off. I connected it to the tv using the mini jack input and turned the sound bar on.
