Actually, this difference in volume level between programming and commercials is determined by the service provider/content provider. This is one of the MOST COMPLAINED about issues for cable tv service.

I cannot get anything close to a decent sound from the tv feed. I have to max both the tv and sound bar to get anything out of it.
