Find your main bluetooth device in the Device Manager (mine is Qualcomm Atheros Bluetooth 4.1), double click on it, choose "Change Advanced Settings" (if necessary), and look for the tab that says "Power Management." Uncheck the box that says, "Allow the Computer to turn off this device to save power" and see if that works.
