This isn't a circuit breaker, so there is no reset. The device within the surge protector that actually does the job, has a life that will be consumed. So a small surge might allow the unit to continue to function after it directs the surge current to ground. A larger surge current could possibly consume all of its ability to absorb any future surges. The light on the device is an indication of the state of the ability to absorb a surge, i.e. the health of the surge suppressor. So if it no longer green, the 2 outlet surge protector will need to be replaced.
