“does all the water in the filter hole drain out where there is no water in the filter hole because I had a new whirlpool dishwasher and there always was 2 inches of water in the drain hole and it would smell whirlpool said that it supose to have water in”

Dear friend, there will be a little water remains under the filter, because the drain hose is designed at a high position to avoid a syphon phenomenon, if you use it every day , those residual water would not smell.
