Is this a smart TV? Can it download Netflix and Hulu? null

this tv is not smart, so you can not have netflix or hulu or any other application

Ok. We're talking a sub-$200 tv. No, it's not a smart tv. There's nothing preventing you from plugging in whatever you want: I have an Apple TV on mine, you could plug in a Chrome Cast or Fire Stick or whatever. There's an Insignia currently at about $220 advertised as a smart tv with Hulu, but I can't see an Ethernet port in the photos, I'd ask for one to be taken out of the box and confirmed, otherwise they have a Vizio for $250 that the photos definitely show an Ethernet jack. Both are 39".
