Hello Emma, thank you for your question. Yes, the drum on the Insignia™ 4.1 Cu. Ft. High Efficiency Top Load Washer should spin freely by hand when the washer is off. If it will not turn at all, even with force, there may still be shipping materials or a transport lock in place that needs to be removed before use. These locks keep the drum secure during delivery and must be taken out for the washer to operate normally.
