“Is the vent just above the range surface supposed to have insulation around it or did the installation guy leave packaging wrapping it? It smells awful when we use the oven.”

Yes it has insulation around the vent. And the oven will smell until you use it multiple times. Then it should go away.

Don't remove that just tuck it up inside the vent and it shouldn't be a issue. The oven is suppose to smell like that because it's new but that will go away with use.
